Licensure
General Information
Employees of Transylvania County Schools who fill certified positions must hold or be eligible to hold an active professional educator license issued through the North Carolina Department of Public Instruction. Additionally, those licensed employees who are assigned teaching responsibilities in core academic subject areas must be "highly qualified" pursuant to the provisions of the federal No Child Left Behind Act. Maintaining a professional educator license is ultimately the responsibility of the inpidual license holder. The HR Office assists employees with the license application process; manages all records of professional development activities for license renewal; facilitates license renewal, extension, reactivation, and assists with other licensure transactions with the North Carolina Department of Public Instruction with license holders who are employees; provides licensure review and counseling services to current employees; and, provides other licensure services as needed to support employees' ongoing professional licensure by the State Board of Education.

Licensure Requirements
State Board of Education policy TCP-A-005 establishes guidelines for the maintenance and renewal of Standard Professional II licenses issued through the North Carolina Department of Public Instruction. The information below outlines three sets of requirements: those established for school district employees newly hired to fill licensed positions, those established for teachers who are new to the education profession, and those established for the regular five-year renewal of the Standard Professional II license.
Requirements for All New Employees in Licensed Positions
Upon their initial employment in a licensed position, all educators in Transylvania County Schools (regardless of previous teaching experience) are required to:
1. Participate in the school system's annual New Employee Orientation;
2. Successfully complete nonviolent crisis intervention training provided by a certified CPI trainer;
3. Complete bloodborne pathogens training (online) as required by the federal Occupational Safety and Health Administration (OSHA); and,
4. Complete training in the development and implementation of diabetes care plans as required by N. C. Gen. Stat. ยง 115C-375.3 ("Guidelines to support and assist students with diabetes').
Requirements for Beginning Teachers
All educators who hold a North Carolina Standard Professional I license, who are employed in a licensed position by Transylvania County Schools, and who are new to the education profession are required to participate in the school district's Beginning Teacher Support Program. Successful completion of the Beginning Teacher Support Program is required for conversion of the beginning teacher's Standard Professional I license to a Standard Professional II license with a regular, five-year renewal cycle. Additional information about the school district's Beginning Teacher Support Program is available on the school system's website and will be provided to participants in the program.
Requirements for Renewal of a Standard Professional II License
The North Carolina Standard Professional II license is valid for a five-year period and must be renewed on June 30 of its year of expiration. Renewal of the Standard Professional II license requires at least 8.0 Continuing Education Units (CEUs), all of which must be earned through professional development activities completed during the current five-year renewal cycle. K-12 subject areas, instructional support, and student services areas must follow the renewal requirements listed for the grade span/school level served (for example: an elementary music teacher must complete the requirements listed below for elementary teachers while a high school music teacher would use the high school requirements).
For principals and assistant principals, at least 3.0 of the 8.0 CEUs required for renewal of the Standard Professional II license must be earned through the completion of professional development activities aligned to Standards 2, 4, and 5 of the North Carolina Standards for School Executives and focused on the school administrator's role as an instructional, human resources, and managerial leader.
